Qatar is mobilizing support to get the United Nations to relocate its International Civil Aviation Organization from Montreal to their own country. Notwithstanding potential job losses and the $100 million
annual impact on the economy, the relocation of the UN’s ICAO from Montreal to
Qatar or elsewhere could erode Canada’s standing in the eyes of the
international community.
While Foreign Affairs Minister John Baird’s initial reaction
is understandable, this is one mole hill that could eventually become a mountain
if not addressed properly at these early stages. Given Mr. Baird’s reputation
for a problem-solving approach that has been described by some as being ‘pit-bull’,
perhaps this is one situation that may require more tactful consideration. Now
