Who is the "you"?

A little over 5 years ago I received a credit-card size piece of plastic from the Government of Canada. The front side of the card had my name over a night time image of Parliament Hill as seen from the other side of the Ottawa River, likely taken from the grounds of the Canadian Museum of History. The Canada wordmark was in the top left corner. Nice card, I thought. Although I initially wondered why I had received this card, the information on the back was to confirm that I was officially a recipient of Canada's Old Age Security benefit or what I like to call the 'you deserve it' benefit. I gathered that the cardholder was somehow invited to flash the card in the face of other people as it stated "The Government of Canada asks that you extend all possible privileges to the cardholder." Thus far, no one is stepping up to the "you" in that statement. But then, OC Transpo does offer free bus rides on Wednesday. J
