What Is Trudeau's Priority, Economy or Social Issues?

There’s a report saying Justin Trudeau has injected gender parity and indigenous issues into the NAFTA negotiations. These discussions are about the economy and jobs. Throwing social issues into the mix will only complicate matters. What exactly is Trudeau's main priority? Is it the economy or advancing social issues? His actions seem to suggest it is the latter and that will probably give Trump some additional ammo to dump NAFTA.
