World powers, like Russia’s Putin, will
normally exhaust all attempts of intimidation before resorting to other more
costly undertakings at reaching their objective. With respect to the crisis
unfolding in Ukraine, Putin seems to think he has the advantage and appears
prepared to weather any personal fallout that may come his way. While some smarter
bullies may know when to stop their bullying, others may need to be stopped
with whatever means that is appropriate to the circumstances. Is Putin a smart
or stupid bully?
