Buying Illegal But Selling Okay!!!

What do you think about the following? A law stating that it allows a person to sell a service and an accompanying law that says it is illegal for the buyer to purchase that service. Doesn't one cancel the other?

In response to a Justice Department survey on views concerning prostitution, a majority of Canadians have  indicated that the selling of sex should not be a crime but the buying should. The survey results which were released earlier today may be a government undertaking to prepare the public for legislation that is expected to reflect the views obtained in the survey.
